The pattern is fixed nationally. UGC's SET Guidelines 2023, §6:
"The SET would be conducted on the pattern of UGC-NET. Accordingly, the test will consist of two papers as in UGC-NET."

Paper I is common to candidates of all SET subjects. It tests reasoning, comprehension, divergent thinking and general awareness rather than psychology, and it is the most common reason a strong psychology candidate does not qualify.
Paper II is entirely your subject, drawn from the ten units above.
Compensatory time is provided for visually impaired candidates and candidates with a writing disability — 20 minutes for Paper I and 40 for Paper II. Question papers are printed bilingually, in English and in Hindi or the state vernacular.
The number of papers, the number of questions, the marks or the duration. Those are set by UGC for every state alike.
Its own qualifying cut-offs, set by that state's Moderation Committee, and its own reservation policy — UGC is explicit that "the reservation policy of the concerned State would be followed". Both are on your state's own page.
