The part that is the same everywhere

A master's degree in the subject with the minimum marks UGC prescribes, and the relaxations UGC prescribes. UGC requires state agencies to "adhere to the qualifying criteria and the procedure for preparing the result of SET on the lines of UGC-NET".

Qualifying here makes you eligible in the North Eastern states and Sikkim only. Maharashtra's agency states the rule plainly for its own exam: a SET-qualified candidate may apply "only in the Universities/Colleges belonging to the same state whose SET Examination they have cleared".
